Know your rights
The Disability Rights Driver’s Licence is a seminar and discussion session led by disability-rights lawyer Jukka Kumpuvuori, in which the rights of persons with disabilities and ways to improve their position are examined in a practical, hands-on manner. The event lasts about 1–2 hours and can be organised either remotely or on site (primarily remotely). The sessions cover current themes relevant to participants, such as:
- What is a client plan?
- How do I apply for services?
- How do I appeal? How successful are appeals? Are processing times long?
- What is the new Disability Services Act? Will all decisions be reviewed?
- What is the UN Convention on the Rights of Persons with Disabilities?
- How will personal assistance be implemented in the future? Can I receive personal assistance for travel? Can a family member act as my assistant?
- What is the Equality Act and how can I make use of it?
The discussion is open and lively – not a dry jungle of legal clauses. It provides a channel for asking questions, sharing experiences, and finding solutions together.

Would you be interested in organising a Disability Rights Driver’s Licence event in your area? We offer the introduction and discussion led by Jukka free of charge. The offer is intended for local, regional, or national actors interested in improving disability rights.
The event can be organised either remotely or on site. Primarily, it is recommended to organise it remotely. If the event is held on site, reimbursement of travel expenses can be negotiated. Otherwise, no fees are charged for Jukka’s services. Avustajaklinikka will promote the events on its own website and social media channels, for example by creating a Facebook event page, where the partner organisation can be marked as a co-organiser. As a rule, the partner organisation creates the Teams link and handles practical arrangements – you know your people best! If this is an obstacle, Avustajaklinikka can of course handle the practical arrangements.

Jukka Kumpuvuori – Disability Rights Specialist
Lawyer Jukka Kumpuvuori (CV) has held over 200 Disability Rights Driver’s Licence events through Lakitoimisto Kumpuvuori Oy. The events are lively 1–2 hour discussion sessions that deal with disability rights, improving the societal position of persons with disabilities, and appealing decisions. Above all, they have been—and continue to be—a channel for expressing the joys and sorrows of people with disabilities and their families and loved ones.
Jukka has handled disability-rights appeals for over 15 years. As of summer 2025, Jukka has begun winding down that work and has shifted toward preventive legal protection and broader societal advocacy, working as a disability-rights lawyer at Avustajaklinikka.

Publication of Complaint: Discrimination in Personal Assistance Service Vouchers –
Complaint to the Non-Discrimination Ombudsman
What is this about?

Avustajaklinikka has submitted an official complaint to the Non-Discrimination Ombudsman regarding serious and structural problems in the implementation of personal assistance service vouchers across different wellbeing services counties. The complaint highlights that the current models of the service voucher system do not in all respects fulfil the obligations of the Constitution, the Non-Discrimination Act, and the Disability Services Act.
At the core of the problems are significant regional differences in the value of the service voucher, inconsistent consideration of collective agreement (TES) requirements, and restrictions on the client’s right to choose how assistance is arranged.
Key Findings and Background of the Issues
1. Regional price differences → unequal access to services
In many wellbeing services counties, the value of the service voucher does not cover the actual cost of providing the service under the minimum conditions of the collective agreements (TES). This results in the same service not being accessible in all regions.
2. Contradiction between TES models → structural discrimination
The HETA-TES allows the performance of care-related tasks with orientation, while the Private Social Services Sector TES requires a trained social and health care professional. This limits the client’s ability to use their familiar assistant within the service voucher model.
Content of the Complaint and Request to the Non-Discrimination Ombudsman
The complaint requests that the Ombudsman assess the situation and provide guidance on how the service voucher must be implemented equally throughout Finland. The assessment focuses on, among other things:
- Does the service voucher violate the Non-Discrimination Act?
- Do regional differences restrict the right to choose one’s place of residence?
- Does the contradiction between HETA-TES and the Private Social Services Sector TES cause structural discrimination?
- Does the service voucher meet legal requirements if its value does not make it possible to purchase the service?
